A dog who acts like this (crazy, barking, nipping, won't listen, ignores treats) needs a behaviorist, not a general training session at a free clinic. Chances are this is aggression and training (sit, stay, treats) won't always work well (either the dog ignores the treat/commands or you praise at the wrong time and unconsciously PRAISE the behavior.)

You need to learn how to properly distract the dog, when to give the treat, and when/how to correct the behavior. Most trainers at free clinics won't be experienced enough to know this – they mainly work on basic commands and few behavior issues.

I'm surprised this behavior wasn't noted at the shelter – was the dog put through a behavior exam?

First, if you cannot afford classes, how will you support the dog if there is a medical emergency. Make sure you are financially able, BEFORE you get a dog.

Secondly, do not let your laughter walk the dog, do not pick the dog up when he is upset. Take treats on your walks and the instant you see a dog or distraction, stop, call for a 'watch me' command and reward when he does. The walk the other way. You need to work on focus commands and 'leave it'.

It's most likely that your dog had a traumatic experience that made him do such behavior. This barking/aggressive reaction may be his way of defending himself. Dogs bark out of boredom, fear or frustration and from the looks of it, your dog is into fear barking.
